Tomer Libal is a computer scientist specializing in Artificial Intelligence (AI) and law. He serves as a Research Scientist at the University of Luxembourg.

With over 20 years of experience in software development and research, his work focuses on symbolic and hybrid AI approaches to support legal decision-making. He has led several publicly funded research projects, including the FNR CORE ExAIle project, which explores the use of court decisions for legal guidance. Dr. Libal is also the founder and CTO of Enidia AI, a LegalTech startup that develops ethical legal chatbots and pro bono solutions to improve access to justice. His academic path includes postdoctoral work at the Microsoft Research–Inria Joint Centre and a research position at TU Wien. He has authored over 26 peer-reviewed publications and actively reviews in the fields of formal logic and AI & law. Committed to advancing transparent and reliable AI systems, he works to support the rule of law.
